What are the "Scroll Left/Right" arrows for?

I am not getting a situation when the "Scroll Left/Right" works.
It is found on the file Files Tab and appears as little arrows left and right beside the close x like button.
Am I misunderstanding how it works or it is a bug?

You need to have amount of the tabs, that does not fit into an hippoedit window, then it would be possible.
And this is also the reason why they are disabled in other case ;)

My fault, sorry, but IMHO why not to have it enabled?

They enabled when you can scroll, mean have so many tabs that they dont fit into visible area.
What you want to scroll if they all fit?
