Request: option to disable ctrl/shift key delayed Active Commands menu

I'd like to request a feature to disable (or reassign to another key) the menu that comes up when I hold down ctrl or shift. I frequently rest on ctrl when I'm making a decision about what hotkey I want to use (like..ctrl.....do I really want to cut that line?....ok...x!) and the menu comes up and ends up doing something totally different from what I was expecting. The most common for me is that I get a zoom instead of an undo.
Is there a way to make the ctrl/shift key not do this? If not, I'd like to request a feature that lets me disable it or reassign that ability to another key.
