Script Charset definition

I have a small text file using ANSI characters which shows correctly when using codepage 1252.
I wanted this converted to HEX so wrote a small script. However, the result is wrong.
I suspect the scripting engine is using unicode rather than the codepage of my text.
How can I force the script engine to use a specific codepage?
I know that the codepage can be set on parts of a file but a solution that assumes a codepage for the entire file will be fine.
