Not uncomment line comment

HE not uncomment line comment if not selected full lines containing the comment.
Is it a bug or a feature?

It is a feature. Or select whole line or select nothing. If you select line only partially, HE assumes that you want to un-comment block selection. The same logic is true for commenting.

Then perhaps it would be logical to place line-comment signs at the beginning of the line, and not to the first nonwhite character?

I prefer it on first not-white space character to not disrupt code flow (indentation).
