     I use  the key Ctrl + Shift + Up/Down on WinXP very happy, but on Win7, it can not to use .  who can tell me  how to use the key Ctrl + Shift + Up/Down   on win7???

Hi,

I can use Ctrl + Shift + Up/Down on Win 7 and on Win 8.1. So, I assume you have some software which hooks this combination in all programs. While I do not believe that such standard keystroke will be occupied by MS (if you have not assign it by yourself).

I find it used by Videocard drive,   do you know how to assign the key to HE ?

You need to remove assignment from video card driver. I think, it uses a global hook that always has priority above local application accelerator processing.
After you remove it from driver, it shall work in HE.

Have no idea. Any which can set global hook on hotkeys.
