Why HippoEdit is not listed in the Open With Dialog?

I am curious why HE is not listed in Open With dialog?
So if I want to open a file that is not associated with any program on my computer I can see many programs but not HE, I would like going forward use HE for any text files not associated with HE.

I think Open With dialog shows normally application that were associated with extension or were used to open files with same extension.
From my experience, if you would once use browse button in the dialog, next time you would see HippoEDIT in the list.

And from another point, you can use HippoEDIT Shell Extension for opening files.
