why does this window always appear??

I use HE V1.49.805

This is a NAG screen, so it should not disappear. You can click on it and press Esc, I think than it will close.
Is the behavior of the nag screen has been changed recently?

Once more:
Have you entered a license key?

If you are running  HE from flash disk, you need to re-register it, because logic for license checking was changed some version ago.
