Double Scroll Bars If File Dragged and Dropped onto HE

Did file HippoEdit.config drag and drop onto HE's exe (in its directory) and got an extra false vertical scrollbar (pic below).

Also, I am just curious, if the HippoEdit.config gets overwritten here

is there a danger is loosing some changes done while editing HippoEdit.config?

I know about such bug, but can never reproduce it on my machine.
Also what I know that there is no some system in appearing of this effect. I would check, what is possible, but do not promise that would fix this soon. I can be sure only when I got it on one of my development machines.

Is 64 bit representation of time when HE last time checked new version on server.
I do not think that would lead to crash, when you chnage it manually, but do not know what will be.

Neither myself. The second time and so forth I tried that out HE worked correctly.
I will not give up though and keep trying until find the logic behind this bug.
